The E-Commerce Trade Commission was convened following findings from a compelling report by the Social Market Foundation, commissioned and supported by Amazon and the Institute of Export & International Trade (IOE&IT). The report identified 70,000 small businesses with potential to sell online cross-border, worth £9.3bn GVA to the UK economy.  

The Commission board members are made up of UK government and some of the largest companies and business associations in e-commerce, including Amazon, Alibaba Group, eBay, Shopify, Google, the Federation of Small Businesses (FSB), the Association of International Courier & Express Services (AICES), the Institute of Chartered Accountants in England and Wales (ICAEW), and IOE&IT.

Collaboratively, we want to make a difference to support small businesses with starting and growing their e-commerce cross border sales.

Throughout its two-year journey from June 2023 to June 2025, the Commission seeks to simplify pathways to e-commerce trade through:

  • Gathering evidence on barriers to inform future trade policy
  • Creating an e-commerce resource portal specific to small businesses to help start and grow with e-commerce
  • Providing education and inspiration through a tailor-made ‘Putting the Ease in E-Commerce’ campaign targeted at small businesses

This week long campaign, organised by the E-Commerce Trade Commission, is tailored and focused on e-commerce for small businesses and has two significant aims:

To empower consumers to engage confidently with e-commerce platforms, understanding how to ascertain which sellers are safe and legal.  

To empower businesses to explore the opportunities of selling online cross-border and how it could benefit their growth.

Association of International Courier & Express Services (AICES)

Amanda has been Policy Director at AICES since December 2022, brings over 15 years of experience in international trade policy to this role. Prior to this, she spent eight years at DHL specializing in logistics policy within the Public Affairs department. Her career also includes positions at BritishAmerican Business and as Head of Office to James Elles MEP, chair of the Transatlantic Policy Network.

AICES members form a critical part of the supply chain, offering UK importers and exporters the services they need to trade competitively and comply with customs controls. The mission of the Association is to represent and inform its Members on matters related to the business of providing international express services.

AICES is proud to be part of the E-Commerce Trade Commission, actively contributing to its goal of empowering 70,000 UK small and micro businesses to embrace online commerce.

ALIBABA - Roland Palmer

Alibaba Group

Roland Palmer has been Alibaba Group’s General Manager for UK, Benelux and Nordics since December 2021. 

Roland joined Alibaba Group in 2016 and from 2017 to 2018 Roland then set up the Europe business for Tmall Direct Import, helping brands and merchants export by selling their products to Alibaba who then sold them to Chinese consumers. In 2018, he was appointed Head of Europe for Alipay, part of Ant Group.  

Alibaba Group’s mission is to make it easy to do business everywhere. Its online B2B marketplace,  gives UK businesses access to over 200 countries.

Alibaba Group is delighted to join the E-Commerce Trade Commission to help inspire more British businesses to broaden their horizons, overcome perceived barriers to export, and reap the rewards of the global digital export opportunity.

AMAZON - Anjana Anand

Anjana has been at Amazon since 2012 and, in her role as Director of Insight & Innovation, she is responsible for supplying the business with insights from customers. This is to put customers at the heart of business decisions and ensure innovation at Amazon is proactive and focussed.

Amazon is delighted to be a part of the E-Commerce Trade Commission and believes it will make a genuine contribution towards boosting UK economic growth, creating international opportunities and supporting small businesses to reach their exporting potential.

 E-commerce is a powerful enabler for businesses to grow, and more than 100,000 small businesses across the UK sell on Amazon generating more than £3 billion in export sales.

eBAY - Josh

Josh has led eBay UK’s exports since December 2021, bringing over 11 years of expertise to the role. His responsibilities span site merchandising, category management, delivery optimisation, returns, and logistic strategy. His focus is on expanding UK sellers’ exports to eBay’s global audience of buyers from 200+ countries. Key to this growth is eBay’s hassle-free export solution, the Global Shipping Programme, where eBay handles international shipments, tax and duty calculations, and custom forms. With a click, sellers can boost export sales by up to 18% by easily reaching global buyers.

eBay is excited to collaborate with the E-Commerce Trade Commission, aiming to empower small  businesses to overcome export barriers and utilise eBay’s effective e-commerce solutions.

FSB - Martin McTague

Martin McTague OBE

National Chair


Prior to becoming National Chair in 2022, Martin served as Policy & Advocacy Chair since 2016, and has been a volunteer with FSB for more than 20 years. As National Chair, Martin is the elected leader of the organisation, chairs the Board of Directors and is focusing his term of office on creating major new FSB partnerships.

He was awarded an OBE for services to small businesses in the King’s New Year Honours List for 2024.

Martin served on the Government’s Low Pay Commission s2018-2023. In August 2023, he was appointed to the ACAS Council by the Secretary of State for Business and Trade. He has been running his own business for 35 years and currently owns and manages three businesses, offering public policy, engineering and IT consultancy services.

GOOGLE - Jennifer McCloskey

Jennifer McCloskey is a lead on global tax and trade policy for Google. Prior to her position with Google, Jennifer was vice president of policy at leading US tech policy organization, the Information Technology Industry Council (ITI). In this role, Jennifer oversaw tax, trade and investment issues.

Prior to joining ITI, Jennifer worked in the United States Senate as a senior policy advisor and staff director for the Senate Finance Taxation and IRS Oversight Subcommittee.

Google’s mission is to organize the world’s information and make it universally accessible and useful.

ICAEW - Alison Ring

Alison, a chartered accountant, worked in practice, as well as for HMRC where she spent 25 years and held the post of Commissioners’ Advisory Accountant. Alison joined ICAEW in 2020 as Director of the Public Sector team and also is Director of the Tax team – the professional and public interest voice of ICAEW in the field of tax.

ICAEW founded in 1880 under Royal Charter has over 202,450 members and students, and is a regulator, supervising and monitoring around 12,000 firms holding them to the highest standards of professional competency and conduct.

The Institute of Export - Marco Forgione

The Institute of Export & International Trade

After graduating, Marco was initially involved in a Parliamentary role within the Department of Environment & Urban Affairs which led to the Royal Chartered Institute for Landscape Designers where he lobbied for the introduction of the European Landscape Convention.

Marco then moved into the education sector helping transform the non-statutory funded provision at Canterbury College including apprenticeships, training schemes and business partnerships. In 2008 Marco was appointed as CEO at the International Visual Communication Association, where he established the Association as a key partner with UK Trade & Investment. From 2015 to 2020 Marco led BADA, the British Antique Dealers’ Association, helping transform a century old association.

His knowledge of antique imports/exports together with his experience in education led Marco to the Institute of Export & International Trade, where he was appointed Director General in 2020, successfully leading the charity forward through training & education.
